***Nulla Osta** Decreto Flussi** Italian Work Permit*** Flow Decree 2025: Applications Now Open for Non-EU Workers

Applications for the Italian nulla osta (entry clearance) are now open for 2025. The recently published Legislative Decree 145/2024 outlines the rules governing 165,000 entry quotas for foreign workers, as part of Italy's three-year plan for 2023-2025. The decree introduces a phased application process to prevent system overload, an issue encountered in previous years due to the high volume of applicants worldwide. Each year, the Decreto Flussi attracts people eager to seize the opportunity to move to Italy in search of better career prospects and a new beginning.

The Decreto Flussi 2025 introduces a structured pre-compilation phase to help streamline the application process for foreign workers seeking entry into Italy. This phase is divided into two primary stages:

1. Pre-compilation Period (30 days): The decree allows employers to begin filling out application details up to 30 days before the official "click day." During this pre-compilation window, employers can input all necessary data for their worker's permits, such as personal details, job specifics, and other relevant documentation. This phase is designed to improve the efficiency of the application process and reduce technical issues due to heavy traffic on the actual submission days.

2. Two Tranches of Quotas: The decree has allocated the total quota into two distinct groups, with priority given to applications completed within this pre-compilation phase. After the 30-day period, employers will no longer be able to submit additional applications, ensuring that only pre-verified, complete applications are processed on the official days.

This approach also includes checks for compliance with Italy’s labor regulations and ensures fair access for applicants from different sectors and countries.

nulla osta deadline

Here are the key dates for submitting applications for Italy’s Decreto Flussi 2025 for foreign workers:

1. February 5, 2025 - Applications open at 9:00 AM for non-seasonal subordinate workers from countries with which Italy has signed cooperation agreements.

2. February 7, 2025 - At 9:00 AM, applications begin for other non-seasonal subordinate workers, including roles in social-healthcare assistance for the elderly and disabled.

3. February 12, 2025 - Seasonal worker applications open at 9:00 AM.

4. October 1, 2025 - A specific application day at 9:00 AM for seasonal workers in the tourism and hospitality sector, with 30% of quotas reserved for this sector.

Additionally, the 2025 decree allows employers to start pre-filling applications from November 1 to November 30, 2024 to facilitate a smoother application process on the official "click days."

For the Decreto Flussi 2025, **November 30, 2024** marks the final day to complete pre-compilation for applications intended for the first "click day" on February 5, 2025. During this pre-compilation phase, employers can enter all required information for prospective workers, such as personal and employment details, allowing Italian authorities to efficiently handle applications once they officially open.

This period gives the One-Stop Shop for Immigration and other relevant offices time to conduct preliminary reviews, verify compliance, and address potential issues in advance. For incomplete applications, these offices can request additional information or corrections to ensure applications meet regulatory standards. Once the pre-compilation phase closes on November 30, no new applications can be added; only those already pre-compiled will proceed to the final submission on the designated *click days* .

The Decreto Flussi 2025 application process has two crucial *click days* in the upcoming year, each providing unique opportunities for foreign workers seeking seasonal employment in Italy’s tourism and hospitality sectors.

The first click day is set for February 5, 2025, opening at 9:00 AM, and will offer work permits primarily for non-seasonal workers from countries that have cooperation agreements with Italy. This first wave marks a pivotal moment for applicants hoping to secure positions in sectors facing high demand.

For those focused on seasonal work in Italy’s booming tourism industry, July 31, 2025, is the deadline to pre-compile applications for the second click day on October 1, 2025, also starting at 9:00 AM. This second click day is dedicated to tourism-hotel sector roles, reserving 30% of available quotas specifically for this field. By allowing employers to pre-fill applications, Italian authorities ensure a smoother process on the official submission day and can conduct preliminary reviews, streamlining the pathway to success for applicants who wish to contribute to Italy's vibrant hospitality sector.

Both phases enable streamlined entry into Italy, supporting both workforce needs and applicants’ dreams of working abroad.

Important Note: In last year’s Decreto Flussi process, Italy offered around 150,000 quotas for foreign workers, but over 700,000 applications were submitted, highlighting the intense demand for these limited spots. Given this overwhelming interest, it’s expected that applications will once again far exceed the available quotas in 2025. This makes early and accurate submission critical for hopeful applicants, especially with pre-compilation options in place to improve chances. Those interested in applying should prepare well ahead of time to optimize their submission on click days.
